My short answer is NO. What sense would it make for the United States government to murder 3,000 of innocent people(U.S. citizens and some foreigners) and destroy two of the most recognizable symbols (twin towers) of our economic strength ? Not to mention seriously damaging the Pentagon, the heart of U.S. military operations.
If it were a government conspiracy what was the motivation? Before you say an excuse to invade Iraq, then why were the hijackers reported to be Saudi Arabians instead Iraqis? Why didn't Bush or Cheney immediately declare martial law?
It would have the opportune time to do that.
To pull off and cover up something of that magnitude would require perhaps hundreds of people to maintain a code of silence. Maybe I'm being naive, but I believe if 9-11 had been a deliberately orchestrated government plot, someone involved (perhaps at a lower level) would have come forward by now. We would have had another "Deep Throat" (as in Watergate) spilling the beans.
What will it take to get you conspiracy people to realize that there's a genuine threat from radical Muslims? They themselves have come right out and called for the destruction of us "infidels" Do the jihadists need to personally e-mail or text message that they want to kill you before you will believe that they're serious about their goals and agenda?

No the US government didn´t convince Osama to send a bunch of idiots to fly into those buildings. It was all Al Qaida. But the government did screw up and a whole bunch of mistakes were made. The Bushs and the bin Ladens are old friends. When Bush came into power he immediately had the CIA stop investigating Osama while the Clinton administration had tried to kill him. The CIA and the FBI weren´t communicating and vital information was overlooked. A terrorist ring that was uncovered in the Philippines a few years earlier had documentation that referred to a plot that became the 9/11 plot. The CIA didn´t take it too seriously though. If they had and if they had paid more attention to the chatter about a massive upcoming attack it is possible the attacks, or one or two of them, could have been prevented. The hijackers were on terrorist watch lists but the airport security didn´t know.
The Iraq war is a different chapter. It was Cheney that kept pushing for an invasion. No analyst ever said that Iraq was responsible for 9/11. So the Bush administration told them to make evidence up. The Iraq war is just the Bush administration trying to capitalize on 9/11.

Capable? Of course. Did they? Not likely.
They could have accomplished the same with far less deaths and frankly every major event has a "conspiracy" theory.
We did NOT go to the moon.
Hitler did NOT commit Jewish genocide.
Kennedy & Elvis live.
etc.
It happened--period. And it was not US government, it was bin Laden/Al Quaida.

It's happened over a hundred times in US history, I'll start a list:
Pearl Harbor
Bonus Army
Kent State
The Bombing of Hiroshima and Nagasaki, where Americans were being held prisoner.
Japanese Concentration Camps
JFK assassination
Noriega and CIA drug trafficking/Contras
Civil Rights Movement Opression
Stonewall Inn and Elephant Room
The Civil War
Sadaam Hussein and Osama Bin Laden recieved training weapons and funds from us, so we are the enablers of our own attackers.
Emma Goldman
The Red Hunt of the 50's
Death of Vince Foster?
Camp Davidian Waco Incident
Agent Orange
The Tobacco agencies gov-support lies killed many people.
Similarly there are HUGE issues with the FDA that kill many people to ensure medical companies make money
...At least I've done my homework...

i believe it was totally a US conspiracy, but you can believe what you want. HINT: the so called "weapons of mass destruction" In Iraq. It was all bullshit. It was the economical importance of oil. BTW it has happened many times in the History of the US. But what can you and i do, and all the other people who believe it was a U.S conspiracy? nothing. Whoever attempts to speak of it, they are shut-down.

Did the USA plan it?
Of course not, no one could keep that secret and if it ever got out they did, it would be the end of the US government - total anarchy.
I do believe people knew about it and did nothing, or screwed up when they should be doing something. Regardless people died - and died for no good reason

Some people hate our way of life, and our political leaders so much, they will come up with just about anything to tarnish them.
Don't subscribe to this way of thinking. Look up the facts from sites with a high level of creditably.

No, Clinton didn't do this. I know that some think that he let Osama go years ago...but that does not prove that Clinton conspired with Osama. This was an act of terror.
