I don't see water as a good example because

1) it is supplied on a municipal level rather than a federal level. Local control is generally more responsible

2) most everybody uses basically the same amount of water and there are mechanisms in place to charge increased rates for those who use more than their fair share.

I collect my own rainwater in buckets and drink that. It gets me sick a lot which sucks cause I don't have health insurance.
