It means, don't worry, be happy! God will take care of your needs. Just ask Him. It's a great chapter. Take a look at the rest of it.

it's from the parable of the birds of heaven ... Matthew 6:24-33 or Luke 12: 20-32 ... it basically says that you shouldn't worry about things because God will take care of you and then a bunch of examples are listed including the lilies of the field that God has used to cloth the field so don't you believe him that he will clothe you? that's what it's referencing I'd have to see it in context to tell you more... literary allusions don't you love 'em
