Women can go topless on most beaches in Europe.
I've been to Rhodes and there were boobies out on all the beaches.

Dear Sir......Rhodes is a beautiful and wonderful island. There is much to see and to do. If you concern yourself only with the topless beaches you will miss out on so much. Forget about the topless beaches, and go have fun doing some sight-seeing, swimming and soaking up the culture. If you need to see topless women, go buy a Playboy magazine.
