Can someone tell me the propper name of a telescope mount that has altitude and horizontel controls with the flex cables but hasn't got the type of tracking that a EQ mount has.And has no counter wieght....thanks

First of all, a "tripod" is just the three legs that some mounts sit on, so your question should be "type of mount?"

What you're describing is an altazimuth mount, as opposed to an equatorial mount. Some altazimuth mounts have the slow motion controls you describe, but many do not. Some altazimuth mounts (the better ones) do have counterweights. The Dobsonian mount is an altazimuth mount which not only doesn't have slow motion controls, but also doesn't even sit on a tripod.

I think that would be described as an alt-azimuth mount with slow motion controls.
