At what age does a penis stop growing?

Every male is different. Some males will continue to grow, even so slightly until they are 25 and even 28.
Your penis will grow with your body, first in length, and then in girth.
When I was in my 20's my penis was pretty well full length that it is now; however, I did notice that it was even longer by a bit depending on what I was doing and whom I was with, the excitement, etc.
I'm now in my 40's and my penis girth has thickened, again it is markedly thicker depending on whom I'm with and what we're doing, excitement, etc.
Don't worry about your size, it's what you do with it that counts.

It never stops as you use it more it will keep getting larger. Pumps are sold for increased size. Just as any other musle the blood flow can tear muscle fiber down and the body repairs it to accomidate the larger blood flow. Push ups weight lifting you see this in all your muscles.

Boys can continue to gain increase in height up to about the age of 21...I would say that the size of the manhood probably reflects that, so potential for growth probably up to around age 21.

Up to 18.Thereafter only stiffness increase.
