The worksheet says:

A political dissident from a foreign country decides to leave his homeland and move the United States. This was a difficult decision, since he was very wealthy. If he left the country, his government would not allow him to take his wealth and most of his money and property would be fortified to the state. Also, if he entered the US with a large sum of money he would need to explain the source of the money, and the government would not let him enter until he had clearance from his home country.

He decided to convert all of his assets to gold bullion and hid it for the trip. He was arrested entering the US and charged with smuggling gold. The US border Agents found for gold bricks. Each was a standard 15cm x 8cm x 5cm in size and had a total mass of 18.864 kg.

Three days later, the suspect was released and the charges dropped.

I have no clue, but perhaps his amount of gold was not enough to be charged for smuggling. Try checking a US website about the amount you are allowed to carry.

Perhaps It's not real gold?
