If while turning, bad CV joint in one of your front axles. If after you park it, possibly the sound of a cooling catalytic converter. If rear wheel or 4 wheel drive, possibly a univeral joint in the driveshaft. If in Iraq, possibly a bomb under your vehicle. Maybe there's a stone stuck in your tire. If it's a crank but no start, that's the starter solenoid trying to connect the battery to the starter motor. You could have small stones embedded in your serpentine belt that make a clicking noise as the belt rotates. Spray water on the belt and see if it stops. Your fuel injectors normally make a clicking noise you can hear with the hood up.

Have all you bushings and electrical connections checked. The clicking noise might be an arching electricity. Most of the time a clicking noise is caused by two metal parts rubbing against each other.

you need to be a little more specific on the kind of noise coming from underneath as the noise could be coming from anything from worn mountings, joints or just loose nuts.

A little more info would be nice. If there is a clicking noise when you're trying to start you batteries dead. If it's while you are driving it could be one of many things.
