If the float is stuck, you either get no fuel in the float bowl, or the float bowl overflows with fuel. You usually have to overhaul the carb / replace float to repair it and make sure everything is de-gummed and clean.

If the float is stuck down the carb will overfill and spill gas into the throat, easily seen and the vehicle will not idle. If the float is stuck up (very unusual) then the carb will be empty and the vehicle will not start.
Taking the top of the carb off you can remove the float and needle seat, clean and re-install all. Remember to verify the float is not soaked with fuel, evident by shaking and listening. If so replace.

Replace the needle and seat and be sure float isn't heavy with gasoline. Replace float if it feels heavy. Check float level with depth mike or the gage supplied in overhaul kit. Replace the accelerator pump and spring also. Run a piece of fine wire through the accelerator pump nozzles to make sure the passages are open. Make sure someone hasn't screwed with the secondary air valve to make it open too quickly. This causes a bog on accelleration

It will poor out the over flow port in the center of the carb.It looks like a tube with a slant cut in the center of the carb

Tap the side of the carburetor with a wrench or hammer lightly to get it unstuck.
