And why is the failure in our legislature in not impeaching this president instead of going along with the conduct of the war?

Why would he cook the books? I don't see anyone in Congress questioning the spendings. I don't see anyone in Congress questioning the war that they didn't approve in the first place (as required by the Constitution).

Either you are from Iran or you never paid attention in school when they told you how the US government works. Bush doesn't write the budget Congress does! He has no books to cook!

He has not done anything impeachable. To impeach him would be seriously irresponsible and would just end up with the "charges" dismissed.

They could not convict Clinton and he was caught lying under oath pretty much red-handed.
