It means just that: the south will rise again. After the civil war the South as a hole was trashed and from this mess the South has risen again to glory. And I is a dum Yankie

''homely yokels''? ummm...anyway, i think it used to mean that they will rise again being that the south was looked down upon and slow in economic value and development especially back in the old days in times such as after the civil war...
