At the beach, the woman wearing the string bikini is geared up mentally to be looked at!
When a woman is in her bra and panties, and someone walks in on her, she has not mentally prepared to be viewed like that!

The ones in the string bikini are out flauntin' it in public for the world to see and they WANT you to look - that's why they are dressed (<--using that word loosely) that way.
The ones in the bra/panties are not expecting an audience - they are usually in a private setting - so that's a problem!

the "setting" is everything....
yes, i know.. a bikini is basically bra & panties; however, when everyone is wearing it (at the beach,etc). it is socially acceptable! *smile*
