The problem is that vinyl is a slick non-porus surface that resists adherance. You either have to de-gloss it or sand it or even score it to restore some tooth for the wallpaper paste to adhere. You may be able to use a clay based paste or PVC that is formulated for heavier papers, but I'm not sure whether you won't have bubbles anyway. If the paper is not pre-pasted, you also could try using 3M spray adhesive but that stuff has some nasty fumes so work in a well-ventilated room.

The only times you should apply wallpaper to vinyl is if you are turning a difficult corner in a room when putting up a vinyl paper, and you just CANNOT avoid overlapping, or if you are adding a border. You then need a specific vinyl or border adhesive. These are PVA based. Ordinary paste will NOT stick vinyl.

What are you trying to wallpaper that has vinyl on it? A wall? Is there vinyl coated paper on it already?
You could try using the paste on the wallpaper, and putting a small piece on the vinyl. But I'm betting it won't stick well. And that means that the vinyl has to come down.

You can buy a wall paper paste that will adhere to vinyl. It is kind of thick and looks very much like bath tub caulk when it dries.
The down side is, it can make the wall paper a real bear to remove.
If it were me, I'd try to do something else.
