Please ignore the answer "alkali metals" because they are
all extremely reactive: lithium, sodium, potassium, etc. The
least reactive of all are the so-called "noble gases" which
are helium, neon, argon, krypton, xenon, & radon. Under
ordinary conditions they won't react with anything.

B: any element in a Nobel gas configuration is practically non-reactive.

My off-the-top-head guess would be noble gases, because they have a full octet.
Someone else may have a more profound response, though.
