I believe so. I think it is designated as a "holiday" but it's more of an observance than a all out national holiday. The mail person is probably just running late.

Same here (Brooklyn) and in Manhattan. For some reason, the post office seems to be taking the day off.
There is no official announcement though.

There should be. I got mail delivered at my office this morning. Have not checked at home yet.
