We have a BOB jogger, which has pretty great wheels terrain wise. Youd obviously want something with treads. You also might want to look more for a jogger with larger wheels to get over rough snow.

The other thing you probably have to buy extra for any, is a weather shield. Although the bob's hood is pretty big, you can still by a plastic clear one to further protect.

I liked my son's Graco combo stroller. I could lift the base of the car seat out and put it in the stroller without having get take him out of it and I could keep a blanket on him. You can also drape a blanket over the top of the canopy and not have it directly on the baby to block out cold.

Get a good stroller (Graco) jogger of traditional with all-terrain wheels. That would be the best for winter weather.
