16th Party Ideas?

Question

Hi,
I'm turning 16 in January and I am stuck 4 ideas...
I don't want to spend too much, but I want to have a good time, and invite about 20 ish people (mixed - but i am female).
I live in the UK, so it will be winter (which is annoying as I'd LOVE an outdoor party...)
