Our in home network is Cable, through Roadrunner we run a wireless connection between a desktop and two laptops. My question is, is the ISP based on the network connection, or is it based on the individual computers?

roadrunner would be your ISP for all computers using that cable connection, its based on the connection

Since the connection to the Internet from all those computers goes through RoadRunner, they are the ISP for all of them. An ISP is always a company outside of your computer or network.

Your ISP (Internet Service Provider) is the same for all computers that are communicating with the same router, since that router is connected to one cable modem, which in turn is connected to one ISP. Perhaps your question is "Do they share the same IP (Internet Protocol) Address?" In that case, each computer will be assigned a unique IP address by the router, but that IP address will only be used internally on and it can be changed by the router each time one of the computers connects to the router. The network (Roadrunner) will dynamically assign an IP Address to the modem every time the modem connects to the network, unless you have paid for a static IP Address, in which case your IP Address will never change.

The ISP is the provider company. What you are asking about is the IP addresses. Each machine must have an individual private address for the network to work. They all share a public IP address for the internet connection.
