This is a supremely GREAT question!
It would have to be a co-ruler ship. The cats are intelligent and organized, but they lack that unconditional love quality that dogs possess. While dogs can be disorganized and easily distracted, they are the ones who could bring the compassion to the ruler ship.
Yep, I think it would take both.

Dogs have their own government already, alpha is the president, he commands respect, no messing around.
Every pack member is welcomed in the family, every one has their part, someone to spray on everything in the area, someone to guard the capital building, someone to fetch (do top secret deliveries)and the world would run very smoothly
If a cat tried to rule the world, he would rule more like a Dictator, and he wouldn't care about the other hungry cats, but he would command everyone to feed him mice and cream in a lead glass kitty dish, while the other cats drink out of the dirty swamp.

I have to say cats... They are lazy, yes, but they seem like they might have the sneaky, manipulative mentality needed to be willing to rule the world. I can't imagine a dog finding a reason to organize world domination. Their top interest seems to be playing with sticks.

This world went to the dogs years ago and look at the
shape it's in. But I ain't got a lot of faith in any of the upcoming
cats to do a better job.

Umm what might they do? Scratch us untill we open their food can? they have not got thumbs so they might't particularly do something... So what in the event that they communicate, canines do this too. And definite, even though it particularly is just about impossible, i might have a difficulty with cats ruling us. i'm hoping this solutions your question! Dogs definitely,cats are too independent and only think about themselves.They will be all over you when it suits them and they want something but have no time for you when the mood takes them.A little like the ones doing the job now don't you think?

Dogs definitely their sense duty, honor and loyalty coupled with their natural benovelence would make the worls a better place. Wheras if Cats were in charge their cold, evil and vicious natures would make for a world of anarchy, hatred and crime.
