Why didn't Bush catch Osama Bin Laden like he said he would after 9 / 11 ?

He stood on the rubble of the World Trade Center and promised the Country.
He ran AGAIN in " 04 " and promised the Country.
Yet here we are on the 6th Anniversary of 9 / 11 watching video tapes of this A*shole, Bin Laden not Bush. WTF ?

Bush ran off to Iraq when he had Osama cornered in Tora Bora he didn't want to kill him it was better for him to have the Threat of Terror to hold up to scare people with than to actually eradicate the person causing it.

That way the Republicans could continue to "claim " to be the tough guys and win elections without actually living up to their promise to capture Osama and the people responsible for 9/ 11.

I watched the documentary on the anniversary of 9/11.

it showed footage of bush as he informed america of the destruction. maybe its me but I see a small grimmace that came over his lips, like a kid that was trying to hold back a laugh.
