Is 'On the Street where you live' from 'My Fair Lady' classed as a ballad.

In my opinion, no it is not.

Originally a ballad was a song that tells a story.

Over time the definition has changed to include romantic songs.

The music for such a poem.
b) A popular song especially of a romantic or sentimental nature.

A ballad is defined as a song that tells a story. After looking at the lyrics I would classify it as "ballad-esque" but not, strictly speaking, a ballad.
