Yes and what better use of the force it takes to this trivial infractions could there be. It takes two or three of them to install the boot, that would immobilize the vehicle, but leave the driver ( whoever it is ) to roam at will. Now they have gone even deeper by the van that drives slowly by and registers all parked vehicles, and clocks them, looks at previous citations, and becomes a giant step for the big brother of mankind, with the jack-boot on your face forever, as it was spoke by Orwell.

Um, to keep the Parking meters clean and working. Parking meters need maintenance.

You're forgetting the cost of the ticket for not feeding the meter. The coins in the meter are paltry compared to the fine for letting the minutes run out . . .
