More than 95% of slaves lived in the South, however; New York had the biggest slave population north of Maryland.

Virginia had the biggest population of black slaves. Not including the south? That's really hard to figure out considering the north was against slavery. Sorry!

According to the first U.S. Census, the slave population in New York grew to 21,324 by 1790, making New York the largest slave-owning state north of the Mason Dixon line, a distinction it held throughout the two centuries the state practiced slavery.-http://www.slaveryinamerica.org/geography/slave_laws_NY.htm

I even have Irish ancestry and this is common expertise that a number of my ancestors have been enslaved. From what i've got study the Irish have been slaves for greater desirable than 3 hundred+ years too. this is in simple terms no longer mentioned as plenty because of the fact the African individuals are the main cutting-edge ones to have continued what the Irish and others have had to bear extra back into the crappy human history.

Not including the south, it must have been Kansas, which is where the Civil War really started over the large slave population there. The other possibility is Missouri, but I'm not sure if you consider that a part of the south after the Missouri Compromise of 1821.

According to the link above- that would be none other than New York which after reading that article was most definitely involved in the slave trade in a very ugly sort of way.
