The minimum cost will be in the hundreds of millions of dollars, and it will take a decade or so to get everything together. You will need enormous amounts of technical and scientific knowledge, licenses and permits, political influence, and personal charisma.

If you have all those things, then theoretically you can do it. Stay out of trouble.

In theory, yes. But if you're asking, is there a KNOWN way for you to do it (like some sort of "kit" or instructions), the answer is "no."

My advice is to study how Burt Rutan and his small group of engineers did it. That group of about 20 people built something and got it into space for a few minutes. Of course, they were all aeronautical geniuses and had a few millions in grant money. Technology is definitely not yet at the stage where the average interested consumer can build one in his back yard.
