nope,,, they will put up a world trade center, consiting of about 5 smaller building... the largest about 80 stories,, but with a spire whitch will end up higher than the original towers...

no the freedom tower will replace the twin towers.

At some point they will. But New York, like many large cities, is highly bureaucratic and it takes a lifetime to get anything done there.
