Right now the most popular places to do Study Abroad are in Italy and Spain, but that doesn't mean that they are the best places. If you really want to learn a culture and perhaps a language, you may do better to go someplace which isn't swamped by other American students. We find that our happiest students are the ones who study in Beijing, but that may be a function of how the program is run, rather than the city itself.
Check with your school's study abroad office and do some on-line searches for things which appeal to you. You do need to coordinate with your school's office even if you decide to go to a program they don't run, because you want to make sure that your units will transfer back to your school.

Depends on the country. May cost more for instant like Britain or Qatar. It depends. I do find that excellent schools are expensive. However, if you go lets say to a third world who also have international schools (a friend of mine studied in pak and became a doctor for much CHEAPER and today he is laughing), then that is also an option. Its just your living environment may not be similar to lets say studying in a rich country.
