I tell you some of the questions that people ask, 1st go to the garden store for the needed poison.
What you propose is extremely dangerous, bleach will burn and blind you when used wrong.
Do the best for the tree, if it's in the way of an important progect,well that's to bad for the tree.

Please do not girdle the tree! as was suggested in another post. This can and will kill the tree, but the tree becomes a danger and can blow down doing damage or can kill a person!
Girdled trees used to be called widowmakers for the obvious reason!

Small Pine Tree, what is small?
Cut it down and if trunk only a few inches in diameter trim off below ground level and cover with soil, it will rot.
If trunk is bigger cut down and get in a stump grinder which will grind stump well below ground level

Doubtful. Girdle it. Remove a 1" strip of bark including the cambrium layer, all the way around the circumference of the trunk.

You need what is called an auger bit which is specific for wood. You will also probably need a drill called a brace which will take / fit the auger bit correctly.
