Well, not really, but there have beeen some progressive points. Like the two decades after WWII, when the number of colleges and college students rose dramatically and a college education was no longer the domian of the wealthy.

If you look at post-secondary -- college and graduate programs-- the U.S. has been leading the world for the past couple of generations, by many measures. (For example, where is the greatest amount of RESEARCH going on?)
