The phrase means to be upset that you've been ignored or left out of an activity. The urban meaning relates to smoking weed. I think originally piffin might have been a cartoon character, maybe published in a newspaper.

I understand the phrase to be "like piffy on a rock" but I have no idea what or who piffy refers to.
Friends of mine from "oop" North often use it to mean something ill-fitting such as a hat worn a size or two too small but are unable to furnish me with the etymology of the word/phrase.
We may never know...
