I'm in the same boat -- all of the people here have a personal heater which can be purchased at Target (Wal Mart / K Mart, etc) for around $20 (maybe less!).
It is smaller than a shoe box and plugs into any outlet. You can set it to be whatever temperature you like.

Call the Better Business Bureau - you must be allowed to wear a sweater or something warm if it's that cool inside. That's just wrong.
My boss also keeps the air conditioner on the arctic setting but I have thick sweaters and jackets I can wear.

Wear a nice sweater or a suit type jacket (can't imagine him having a problem with you looking professional). If you sit behind a desk, bring some warm slippers to slip your feet into while you are sitting. I don't really like them, but pantyhose tend to keep you warmer as well so you could wear those if you don't already.
If he tells you to take off your suit type jacket, ask him why that is a problem for him since it is a professional look and then explain to him that you would rather not catch a cold due to your being cold all day and making you more susceptible to getting sick, as then you would be out for sick days and that wouldn't be beneficial to the company. If he's got any brain cells he won't be able to argue with that.

Back before the Republican ultra-cons took the teeth from the labor relations board this was unfair practice. Now we have the "freedom" to work clauses that basically tell us if we don't like it go away. I can not imagine that this penny pinching scrooge is improving the bottom line but there is not much you can do. Sorry I can not offer a solution for the short term, just make sure to register to vote and research who you think might help our country return to being a place where workers get some respect.

Dress in layers. My boss does the same thing, so I wear a shell with a long or short sleeved top over it. Then I keep a sweater at my desk year round.
What's crazy is that during the Winter months, I roast! He keeps it as hot as it can get, so I have to wear sleeveless dresses to keep from having heat stroke!

positioned a sweater on. some people, like me, are uncomfortable at greater (prevalent) temperatures. in case you're chilly you are able to in simple terms positioned a sweater or jacket on. If i'm too warm, there is not any longer something i can do. There are regulations approximately this related to apartment instruments, the place you reside privately. yet in a placing the place there are various people, i do no longer think of there are any regulations.

Dress in layers and wear closed toe shoes. I know it's hot outside but you have to dress office appropriate and if that mean subzero temps then dress accordingly. Always have a sweater on hand or even a wool suit jacket.

You could get a small space heater to go under your desk. It's very small, quite and much safer than the old ones. Also try a suit coat to wear in the office....your boss can't say anything about that.

What about a sweater? Have ya' ever thought of gettin' his attention by dangling a few 'plastic icescicles' from your ears or nose.? They can be found at christmas time as ornaments for the tree. Or you could use some eyeshadow, to make your lips appear to be blue, from the freezing temp. For the sake of your comfort, what about a heating pad for your lap?

You know what? This office you work in sucks. What kind of an office is it where you can't wear warm clothes? Anyway, try shivering it really does help. Or just sneak in your office someday and use a wire cutter to cut all the power supplies to the ACs.
