STOP!!! Reboot laptop, at the splash screen( toshiba) start hitting F8. This will boot you into safe mode, pick without networking. Run your anti virus, spyware, and anyother security software you have. IF that doesn't do the trick, I would just format and get it over with.

Try doing a REPAIR installation of XP
REPAIRING OR REINSTALLING WINDOWS XP
Turn your PC on and insert the Windows XP disk into the CD/DVD drive.
Reboot/restart the PC. This will cause the PC to boot from the XP disk and not the hard drive..
Allow the PC to run the boot up sequence. It will stop at a “black and white” screen and there will be an option to select a “repair” installation or a “full” installation.
NOTE:
If you simply want to repair/fix any and all corrupted and/or problem XP files select the “repair” option. This will only rewrite the XP files and will not affect any of your personal files or software on your PC.
If you want to Format the hard drive and rebuild it completely select the “full” installation option. Be aware that with this option you will “erase” all the files and software on that hard drive.
Select either the “repair” or “full” installation option and simply let the software run. Follow any onscreen prompts that may appear, especially during the “full” installation.

Sounds like explorer is corrupt. (Not IE, that is internet explorer, which is probably involved)
I would do as they say, scan for spyware. Here are instructions:
Download, install and run the updates for the following:
Adware
http://www.download.com/3001-8022_4-10731194.html
Spybot15
http://www.safer-networking.org/en/mirrors/index.html
SuperAntispyware
http://www.superantispyware.com/download.html
Then, DISCONNECT from internet.
*Go to Start>Settings>Control Panel>Internet Options and delete all browsing history (cookies, temporary internet files etc). Check the box, Also delete files and settigns stored by add-ons.
*Go to C:\Documents and Settings\USERNAME\temp
Delete all files. (for each user)
*Delete all in recycle bin
*Next, boot up in safe mode (Tap the F8 key every few seconds as the system boots up until the screen Saying Safe Mode option appears.# Use the arrow keys to highlight Safe Mode and press the Enter key. The system will now boot into Safe Mode. Sometimes its the delete key,depends on system).
*Then run above spyware programs.
I would also download and install (and configure tools>options>privacy tab to clear everything, plus other things)
Firefox, its less vulnerable than IE.

Unplug from power. Take the battery out for a couple of minutes.
Prolly have lots of programs chewing up all the ram and need to increase the size of the page file along with adding more memory.
Uninstall as many programs as you are not using that are pre-installed spyware. Also go into msconfig Start tab and uncheck almost everything here.
Start > Run > msconfig

Your Explorer.exe file carpeted and or not run automatically. when Windows load press alt+ctrl+del and then in file menu click new task (run) and type "explorer.exe" and hit enter. If not help you type (in same place) "sfc /scannow"
