Sure. They can in Canada. Suitable i.d. for voting in Canada can be simply two pieces of i.d., neither of which has to have a photograph, so in that case there would be no point in removing any head covering. Canadians may also vote by mail, so in that case a Muslim woman could wear a veil while voting, or anything else of her choosing - even a Darth Vader mask! Or nothing at all.

Everyone has the following fundamental freedoms:
freedom of conscience and religion
If burkas are to be banned then Canada needs to have reformed laws to provide Photo Id including those of Anglo-Saxon decent.
In 29 years of voting, I've never been asked to show photo ID.

Should Christians be allowed to wear crucifixes on airplanes?
Should Jewish men be allowed to cover their heads on city streets?

No. And if they need to wear these things, they should not be allowed to vote. It is too easy to sabotage our election process, and we need to know if they are the person on their identification to deter fraud.

If it's the US, then they are supposed to show proof of identity.

If it's not, then I don't know the rules for them, but usually proof of identity is required.

After they do that, if they wanna wear it fine.
