Because such a person will be accosted as much, if not more, than someone coming forward and admitting to a heinous crime.
While a child molester might be shunned by friends and family, a lottery winner will be inundated.

Seems like it's an awfully brave thing to do: admit you are a lottery winner. The folks who wait until the deadline is looming are the ones that might get away with the least trouble.

unless you "come forward" with the information there is no way the press can find the winners name.it`s being borrowed from the police.

Coming out has another meaning.

Also.....it is a common phrase when someone is awarded something "Come Forward and be recognized"

"Coming forward" means to volunteer. To step out of the crowd and identify yourself.
