i have a 12 inch wide wire hanging basket that id much prefer to fill with perenials and have year after year coverage, rather than spend money every year replanting it with petunias and other anuals.
its a full sun spot and i am more than willing to water 2-3 times a day or set up an automatic watering system, id love a center peice then something trailing, i like persian catmint alot, and anythign lemon scented!

suggestions of what to put in there would be great, purple, red and yellow are the desired colours.

i also have a small 1 yr old mandevilla vine, would that do ok in a 12inch hanging basket as long as i winter it indoors?!

Whatever you choose, perennial or not would have to be over wintered inside. The pot and minimal soil would not be enough protection against freezes. There are many things you can choose from and yes, the mandevilla would do well in the basket, however, mandevilla hate to be moved and tend to respond by dropping it's leaves. They do return though. If you like the scent of lemon then you could try lemon verbena, but I wouldn't choose catmint for a hanging basket because they need lots of room.

The main concern for whatever you plant in this hanging basket is winter cold. Zone 6 means temperatures will fall at least once during the winter to between 0° and -15°. Even very hardy plants would be adversely affected by the wire basket.

On the left side is a broad search field (only 1 parameter); on the right side is a more specific search field (several parameters at once). The second link has good thumbnail pictures to search through. Be warned that perennial doesn't mean continuous bloom or foliage; most have peak seasons and dormancy requirements. Many perennials are also too large for hanging baskets.
