The libertarian steam runs strongly through our political system, however it exists as an undercurrent to the two major parties.

A pragmatic libertarian is one who has libertarian sentiments, but realizes that the person who gets elected will probably be a democrat or republican so they vote for one or the other of those two options.

Someone who wants as few laws as possible but understands that wew need some order if our society is to function, so they would allow laws for personal safety and the like.

Like there should still be police and laws against murder.
