recent and previous attacks on my business, as well as my credit. The last job i had applied for was a simple one, but nonethe less important, and that was baking muffins for $9.50 an hour. I had no problem with that, so i proceeded to my interview and about five minutes before arriving i received a phone call from them telling me that the position had just been filled. Ok, No biggie, but the other jobs i applied for as well upon my journey to interview had just been filled as well. though i have received multiple offers from the IBEW wanting me to join, i have politely and respectfully turned them down on each occasion for well personal as well as professional reasons. Then i was asked to Join NECA. Why would i do that? I thought, and the person had explained to me that it might be very possible to help me with all the damage that was caused to my business. I respectfully declined that as well. My question to you is this. Should i have done it or not? Why?

Once your good name has been ruined, it's almost impossible to recover it.
If the attacks on your business was your fault or negligence, you need to make proper repairs and deal with the situation before moving on.
If the attacks on your business were due to an employee or a personal vendetta, you need to follow the proper procedures for filing suits and addressing the damages caused by another to restore your good name.
Not knowing the full situation, I do know that most electricians must be licensed to work in most states. You did not say whether or not you were a fully licensed electrician. (Had to look up IBEW - International Brotherhood of Electrical Workers, and NECA - National Electrical Contractors Assn. That's kind of important information here.) Most government or public jobs require licensed electricians, most are working for companies that are union contracts. Being a member of a union will at least get you employment as an electrician if the situation with your business was not your fault or due to your negligence. As for them trying to help you, I question their full motives.
I think you should ask around and see how the union operates first. They may indeed be able to help you. They may be, you know, UNION nudge nudge wink wink and flex the power of the brotherhood now and then, if ya' know whut I mean. It may be well for you to stay out of it, then.
Perhaps you should do some work on clearing your good name and investigating the unions. In the meantime, good luck in finding employment. I think you should sign up with a decent employment agency. Many times temporary assignments turn in to permanent positions.

The reason electricians are paid well is not their training, but their organization. Join the Union, and do the work, or stay out and quit complaining that you are not enjoying the benefits that other people have won for you.

Or just start your own business and be a contractor so that you can have both.

You're an electrical contractor. I think you can make at least $25. per hour pulling wires as a worker. I don't know why you don't do that.
