Hulun Buir is a prefecture-level city in northeastern Inner Mongolia. Hulun Buir is the name of the entire region; its center is Hailar district. (some dispute its claim as largest city by area due to it being the entire region)
Until October 10, 2001, Hulun Buir was a league. The area is 263,953 km² and 2.710 million in 2004. The area of Hulun Buir city is actually bigger than many Chinese provinces, and Hulun Buir is recognised as the largest city in the world by area.
