Chances are that the padding is wet and moldy and maybe even the subfloor under it.
Me, I would pull the carpet and padding and throw them away, wearing a mask to keep from inhaling spores.
Spray a dilute vinegar or bleach solution on the subfloor, then open windows and run some fans to dry the subflooring, assuming that it doesn't need replacing.
After that, it's your choice. If this is a rental situation, good luck!

Nothing is worse than molded carpet. It is hard to get the mold smell out once it sets in and is very unhealthy to breath. I would have it professionally cleaned and see if that works. The problem with home brand carpet cleaners is they are not made to penetrate and suck out deep layers so go professional unless you would rather replace it all then spend a hundred or so on an unattractive carpet.
Baking soda is an odor neutralizer until you decide what to do. I hope it hasn't made the floors underneath the carpet moldy. ,Keep your windows open so the mold smell doesn't make your whole interior smell. Good luck!

Run an empty short cycle with warm water, somewhat bleach and somewhat pine sol or comparable air purifier, it is going to help kill the smell, I do it continuously. I additionally spray a mildew remover like Tilex or some thing interior the bathtub as quickly as a month or so, enable it set somewhat, then wash a small load of old towels or rags in the past washing solid stuff. My washer has a clear out assembly down on the backside too, hubby eliminates the conceal and we wash the clear out genuine solid - it may initiate smelling too. solid success!

It sounds like you probably have a mold problem now. I would get rid of the carpet and padding. The health effects from mold can be pretty bad. Check out the indoor air quality page at my source.
