I'm not sure it would. Americans have very short memories. Sure, it's 9/11, but when have we been attacked lately? Without the constant threat of death hanging over our heads, complacency sets in. If we had bombings regularly, say for instance like Israel, then it might be a different story. We are too busy quibbling over school vouchers, government subsidies or outright takeover of big corporations. We use children and old people as pawns just as much as the lunatic fringe terrorists do, only we don't blow them up, just emasculate them with good intentions.
I'm not sure we can win a war on something as ethereal as 'terror'. Did we win the war on drugs? How about the war on poverty? Can we say we won the Cold War when we ourselves have become so dependent on socialist government?

no. the american public is done with iraq and afghanistan they want to wash their hands clean and bring all service members home. i'm not saying that those are the only 2 places that terrorists are, but these are the places that a great majority of are actions have been and where american have had heavy losses. coalition wise, the philippines were the first to bow down and run and the new prime minister of britain doesn't seem to be too enthused to back the us up the way blair was. everyone of the countries that made up the coalition force has taken casualties and i don't think that they are willing to keep the pace. what's worse is that gen patraeus and the us ambassador to iraq both stated that iran is a threat to the fragile country of iraq and the region. this, to me is a foreshadow to what is to come. then you still have pakistan with all the suspected training camps. soooo much crap out in the world.

Possibly yes, if the question actually referred to the war on terror.

Of course Iraq has nothing to do with the war on terror.
