Honestly, I think it depends on the ethnic background of the children. If these little girls are African American, I think Caliyah Lanae and Cieara is fine. Luvee (if its pronounced Love) is a Horrible name for anyone. But I think the first names are kind of cultural. I mean, Cieara is a little silly for a Caucasion child. Do you know what I mean? Just like Moesha, Aliyah, Ashanti and Markeisha are common names among African American children (I know several of each name) but very rare among Caucasion children (or any other ethnicity)
I think it really just depends on the background. I know that sounds a little racist, but its really not. It's like how most of the kids named Pablo, Cruz, or Christo are Hispanic and most of the kids named Darragh, Eoin, or Calum are Irish. It just depends on what is common, popular, or acceptable in your particular culture.

I don't know how to pronounce these names.
I like the look of Caliyah.
If Cieara is pronounced Sierra then I like the sound.
I don't like Lanae it reminds me of larvae (fleas) not to insult but as constructive criticism. Luvee is kinda funny looking but sounds nice.

it's ok I think. I might change the spelling to phonetics though. Cieara should be 'Sierra' for instance.

A parent has a reason for names of thier children and I think these are beautiful. Nobody should be slammin the parents for the names.
They will love thier names as they get older too, they are very unique and royal sounding. Kids love that. They are names that they will be proud of, and you as the parents (whoever you are ) should be proud, you did a great job.

Luvee? Uhm, no.
Ciara is a popular artist right now, so I don't like that.
The names are spelt TOO weird.

both are ok, i prefer the 2nd one. My personal opinion is if going to use an unusual name it needs to be "balanced" with a more common name

I feel really bad for those children. Its one thing to have a unique name, but to live your whole life confusing people is an unnecessary doing by selfish parents.
