I belive your piping might need replacing. How old is this house piping? also, the valve might have been clogged with debree creating a restriction. I'd defenetly check the piping for sure though if you say that the valve is in good condition.
Garden Tap? Like a hose? then maybe there's a KINK in the hose re-trace is and unbend it, if you have the REEL thing on the wall with the hose hanging maybe the kink is IN there somewhere, OR i've had an instance where a GASKET slipped into the hose and it was stopping the flow... I dont check it out also on your piping &faucet

You said "only trickling", which implies that when you turn the tap on, you're not getting much pressure. If there's no other tap/valve on the line inside your house that might be almost closed, then it's possible the outside tap needs a new washer. Try that first, because a bad washer would also cause the tap to "leak" when it's supposed to be off.

If it is a "frost-free" faucet, the washer that opens and cuts off the flow is probably broken. You would need to replace the tap.

The tap probably needs to be replaced. You probably can't get it tight enough to stop the water. You really should replace it because it can amount to a lot of wasted water.

yeah the seal has broken off inside, turn off your main water, take the nut off under the handle and pull the guts out, something is in there, blocking water flow

do you mean when its turned on ? or when it,s turnd off ?
if when it,s on there is somthing blocking the flow in the valve,
when it,s off replace the rubber washer at the bottom of the stem,
