Dude you live in Wisconsin and a surgeon said cactus would dry up and die!
Do yourself a favor and do NOT get operated on by that person.
I believe the catalog is Gurneys. All my life my folks have bought plants from here and we have had success with most everything, excluding the trees that have been cut down from our dog on his rope or ones that he peed on.... but that's another story - make sure to protect young plants so they have a chance to grow.
I live in Montana where it is geologically classified as semi-arid desert with freezing temps possible at any time. You can have a great garden with a little care and attention.
Good luck and hope this helps.

Northern Great Plains, Gulf coast and Atlantic states are expected to get above average precip these next few months. Long term beyond that is impossible to tell. I've read articles that massive reforestation would accelerate global warming or slow it down.

As for what to plant, your native plants would be the best bet. Gambling on something from a warmer climate is foolish as it would take just one drop in temp to kill all off. What grows naturally in Wisconsin?

This site has a nice listing for various plants including those for dry soils......if you want to gamble your soils will get drier, not wetter this apparent cyclic warming period: http://www.johnsonsnursery.com/Native_Plants_of_Wisconsin.aspx
