The hospital won't cut your finger off, they're better than that. But if you leave the ring on a swolen finger then you may loose the finger anyway. Don't try cutting it yourself or you will probably impale yourself. Don't bugger about any longer. Get to your local A&E (take a good book because they will always see urgent cases first). If you wait long enough before going there then you'll be an urgent case yourself. If they want to laugh then let them, you could be a good sport and join in - being a Casualty doctor is a grim and thankless job normally. They'll remove the ring carefully and if it has to be cut then a decent jeweller will be able to resolder it. Your finger has to worth more than any ring.

Run your finger under cold water for a few minutes and it will help swelling to go down. Windex works great at sliding off rings, or just put some sort of oil on. Then rock the ring gently back and forth, don't try to pull. It's important to keep your finger relaxed, if you tense up the muscles will tighten and it will be harder to get off.

well if your finger is seriously stuck and you can't get the ring off you've got to go to hospital and have the ring cut off there ... (my sister did that last year on boxing day !!) they used a tiny little saw thing and it broke through the metal and now the ring can't be used any more (luckily it wern't an expensive one .. but it was a thick silver one so she could cut it off which wire cutter thingys)
if your finger starts to go a funny colour.. blood might not be going into it and your finger might fall off !!

Cold water on your finger (try to keep it off the ring or that will shrink slightly too) and keep trying the oil!
Try raising your hand too, to help the blood stay away from your finger.

It's going to be ok. Every ER (Emergency Room) and even some Fire Engines/Medics carry a ring remover tool. No, they are not going to hurt you. If your finger is discolored, blue-ish colored or cold, get it done quickly.

Try ice, to take down the swelling from trying to get it off, then use a lubricant.
