This means that if someone engages in obvious BS, they are perceived as stupid, maybe to the point that they are measured and taken for granted in such a way. It then makes people uncomfortable if they try to "wise up" and present a different front.

It means that, in order to be sincere, one must be stupid, or in other words simple minded.
Smart people soften the truth when it is too difficult to bear, or they exaggerate it, when the truth is good news.
So, in conclusion, smart people twist the truth, thus they lie (considering that twisting the truth is the definition of a lie), while simple people are unable to do this under any circumstance, they simply don't have the capacity for lying with success.

Whatever it means... it is incorrect.
It implies some sort of correllation between intelligence and sincerity... and honestly there is none.
You could have done with wording it better though.
