It would allow you to connect to nearby wifi routers.

Some routers have antena (wifi), and some just use cables.

EXTERNAL WIRELESS NETWORK CARD allow you to connect to a wireless network (wifi).

There has to be an unsecure wifi router within range of your computer. If the wifi router is secured, you require a password to access it.
