The Intergovernmental Panel on Climate Change (IPCC) glossary definition is:
Climate in a narrow sense is usually defined as the “average weather”, or more rigorously, as the statistical description in terms of the mean and variability of relevant quantities over a period of time ranging from months to thousands or millions of years. The classical period is 30 years, as defined by the World Meteorological Organization (WMO). These quantities are most often surface variables such as temperature, precipitation, and wind. Climate in a wider sense is the state, including a statistical description, of the climate system.
The main difference between climate and everyday weather is best summarized by the popular phrase "Climate is what you expect, weather is what you get."

The climate of a locality is a synthesis of the day-to-day values of the meteorological elements that affect the locality.Synthesis here implies more than simple averaging.The main climatic elements are precipitation, temperature, humidity, sunshine,wind velocity and such phenomena as fog,frost, thunder and gale.Climatic data are considered over a long period(usually about 30 years)so as to ensure that representative values for the month or season are obtained.
The climate of a locality is mainly governed by the follwing factors:-
(1)Latitude,(2) altitude,(3)local geographic features,(4)position relative to large-scale atmospheric circulation patterns and(5)position relative to continents and oceans.
Two broad classifications are made.They are continental climate and maritime climate.

For want of a better description, climate is the long term average weather in a particular area (city, state, country, planet etc).

Weather is variable by nature, it can be raining one minute and sunny the next. What climate does is to look at the weather over a period of not usually less than 30 years, and average out the weather that has been observed.

Climate is the average temps, average highs and lows, normal montly rainfall, sunshine, windpseed etc.
