The most common one for word processing is MS WORD and layout design is MS PUBLISHER, but if you want to be more professional Adode Page maker 3.7 or ADobe Indesign.... but Scribus works fine.
For enhancing graphics Adobe Photoshop or GIMP for free
So to summarize there is no such program that has all the capability in doing a GOOD layout and design

If you are a layout ARTIST for a newspaper, you should NOT being using Microsoft Office or OpenOffice. You should be using a professional layout software like Adobe InDesign (recommended) or QuarkXPress:

Pagemaker doesn't hasn't been produced since 2004 so don't go that route. Adobe Illustrator is not a page layout program, it's an illustration program. I don't know what LaTeX is, you could check it out i suppose. Please don't take the advice of others here or you'll likely regret it. Call any existing newspaper and ask someone on the development team what they use if you're still unsure. No offense to anyone else here ;)

The best computers for publishing are Macs. Most newspapers use them, as do the film and music industries. Early desktop publishing was very often Mac based, and that is still the best system to use.
