As per judgement of the Supreme Court in Bijoe Emanuel Vs. State of Kerala singing the national anthem is not compulsory as long as you dont show disrespect and remain silent.
Usually the national anthem is sung during formal occassions such as independence day or republic day etc.

Yes, National Anthem can be sing all the places asked in the question but with following some basic rules to prevent any dishonor to National Anthem. Honor for the National Anthem is because our martyrs wanted to laid their lives while hearing or reciting National Anthem and they did. National Anthem has that power that can make anybody relived during death.
[RULES]
1. Always be in attention position during the National Anthem.
2. In some countries people use to keep their right hand fist on the heart while National anthem; this is not allowed for Indian National Anthem.
3. National anthem if started then should be completed in anyways.
4. National anthem could not be sung under roof. National anthem should always be sung in open area under the sky.

Dear Anand, National Anthem is compulsory for Govt Functions and Seminars but seems no one is following it. Yes, there are some rules to be followed for singing. In previous days, people used to sing Vandematharam at the starting of the program and Janaganamana at the end of the program. While singing these songs, one should stand perfectly (not leisurely) and can give chorus. It was said that if an army person or freedom fighter is having his favourite dish in his hands and happens to listen National Anthem or Song at that time, he drops it immediately, comes to standard position and gives chorus. Once it is completed he can do anything whatever he wants. It shows your patriotism. Mind it, its not voluntary, its compulsory

yes sure if u r an indian u can do that when some functions in the universities or colleges are done but just remember that in any case it should not be taken lightly and it should be with full respect with every one standing and giving the national the same respect that it deserves. At the end of the function it can be done with some good boys/girls of the institution who will take the main part on the stage to sing the national anthem.

You can sing it on any occasion except religious functions, however you should not ignore it if being played and give due respect by silently. standing straight with hands on your side .
For singing it should be in proper tune and completed within 52 seconds. Practise this.
If you are in another country and their national anthem is played always give respect to it.

I would like to know if National Anthem can be sung after 6pm, that is after sunset and after National Flag is Lowered. I am asking this because, I find National Anthem being sung even after 8pm or 9pm while ending a school/college/a social/a public function or meeting. My inner instinct says tat is not correct. Please clarify my doubt. so that i will be able to stop that, if it happens in my presence. Thank You.

The singing or even playing of the national anthem is not compulsory. It is usually sung before sporting events and national gatherings. It is neither compulsory to sing it, which by the way is no easy thing to do, nor is it compulsory to stand during the singing of it.
