it means,..that a caustious person,..some one who is careful bout their decisons, checks everything,...
leaving no stones unturned,..is a reference to checking under everystone,..say if one was looking for something,..he would not ignore any stone,..that he will look under every stone.
it means,..
that a careful person will check out evrything, and not ignore any of the risks,..(in whatever)

That a cautious person keeps looking for all the possible sources of risks, like turning over all the stones to be sure no serpents or spiders are hidding under them.

I think it means a careful person will check everywhere for the solution to a problem. Consider as many angles as he/she can when figuring something out.
If you do the very first thing that crosses your mind it might have some consequences that could have been avoided by thinking of and choosing another way to do it.
