How can I make a handbook for my organization. Including names,phone numbers, emails etc?

I work for an NGO.They have asked me to prepair a handbook for the organization.I am so confused on how to start this whole thing and how to succeed in it., what MS program should I use to make this handbook.Thank you to all participants in advance.Your help is greatly appreciated.
